American sailors
The hat tallies on these fellows are a bit blurry. My best guess is that they are from the USS Missouri. A Maine class battleship used for training during World War One. 
No telling who is David Buckey in this photo from Flynn Photo Co, Washington D.C.
Taken at Rugen Studios 167 Thames St. Newport, RI. Mr. Rugen also sold artist's materials and typewriters at this location.
